The Global Learning and Observations to Benefit the Environment (GLOBE, http://www.globe.gov/) Program is a worldwide science and education program that provides opportunities to better understand, sustain, and improve Earth’s environment at local, regional, and global scales. When it is released in its final form, the Earth Science Division of NASA’s Science Mission Directorate will solicit proposals through this ROSES-2023 competitive program element A.40 for an organization or a team of multiple organizations to host the GLOBE Implementation Office (GIO) and collaborate with NASA in the implementation of GLOBE, with the objective of strengthening the programmatic support for GLOBE and enhancing the value of GLOBE to its worldwide community of students, educators, scientists, citizen scientists, and partners.

NASA anticipates awarding one cooperative agreement at approximately $3.9-4.4M per year for five years, plus an additional $0.8-1M for an initial four months of transition (if appropriate).

DRAFT of A.40 The GLOBE Implementation Office (GIO) was released on May 23, 2023, for community comment (commenting period ended on June 9, 2023). Eligible proposers are welcome to send additional inquiries to A.40 POC Amy P. Chen at amy.p.chen[at]nasa.gov.

For planning purposes, the tentative ROSES-2023 A.40 final solicitation text release will be in July 2023, the tentative Step-1 proposal due date for ROSES-2023 A.40 will be in October 2023, and the tentative Step-2 proposal due date will be in December 2023.
